Post-harvest equipment is extremely heavily donor-funded and tendered, because reducing post-harvest loss is a standing objective of almost every agricultural programme. Agriculture ministries, post-harvest loss reduction programmes, warehouse and marketing boards, co-operatives and farmer producer organisations, rural development agencies and projects financed by development banks and agricultural funds all buy through formal bidding.
